Start Without Building a Licence First

Most first-time managers run into the same wall. The strategy is ready and there is genuine investor interest, but none of the regulatory infrastructure exists yet. Securing an independent licence, hiring a compliance officer, and writing the systems and manuals MAS expects typically runs nine to twelve months, and it all has to be in place before the fund can take in a dollar.

A Compliance Function on Day One

MAS expects formal reference checks on new hires, annual declarations for representatives, and regular anti-money-laundering and counter-terrorism-financing audits. On the platform that work runs through a compliance and legal team that is already staffed, rather than resting on a first compliance hire who is also still writing the manuals.

Governance an Allocator Can Check

Institutional allocators tend to examine operating controls before they get to track record. Managers on the platform can show governance and oversight that is documented and running, which is a different conversation from describing what you intend to put in place once the fund is funded.

VCC Roles Already Filled

A Singapore VCC has to maintain a permissible fund manager that is licensed and based here, alongside the director and regulatory functions around it. Those roles sit with the platform, so they are not another set of appointments to source and pay for before launch.

What Still Belongs to You

Operating under a platform licence does not move the obligation. MAS revised its Guidelines on Outsourcing in December 2024 and was direct about the point: a firm can delegate the task, not the responsibility. Managers are still expected to understand what the fund has to do, work within the platform's controls, and keep vendor due diligence and an outsourcing register for anything handed off.

What changes is who has already built and staffed the infrastructure behind that obligation. For a manager launching a first fund, it also means seeing how institutional governance runs day to day from a team that does it already, instead of finding the gaps later.
